OpenAI chief Sam Altman argues that possible harms from AI should not justify broadly restricting access to the technology. In a POLITICO interview published on October 4, he points to its expected benefits and users' ability to act for themselves.

He rejects a trade-off aimed at preventing every scam and every misuse. But he explicitly separates catastrophic risks from that argument, saying he does not accept a serious loss of control to AI.

Altman contrasts his preference for lighter regulation with Anthropic's approach. A company spokesperson tells POLITICO that Anthropic's regulatory proposals apply only to frontier models.

In September, Altman had backed Amodei's call to slow development at the frontier and give independent evaluators access. The new interview explains where he still sees differences. It does not specify additional technical safeguards resulting from that position.
