US Representatives Ted Lieu and Nathaniel Moran introduced the AI Kill Switch Act on July 23. Their proposal would require covered AI providers to retain the technical ability to stop or shut down their systems.
The bill, published as H.R. 9917, also provides for restricting user access and specific capabilities. After consulting other agencies, the Department of Homeland Security could order a proportionate intervention following specified incidents.
Companies would have to report covered incidents and preserve model weights and telemetry after an intervention order. The proposed controls address situations including systems sabotaging human shutdown instructions.
Lieu links the proposal to the shift toward AI systems that take actions; Moran calls for retaining human control. The version reviewed here is a bill introduced in July. It does not establish enactment or practical implementation.
