Rand Paul blocks fast-track passage of Kennedy's AI shutdown bill

Senator Rand Paul prevented immediate passage of John Kennedy's AI Emergency Button Act by unanimous consent on September 16, 2026. The official Senate record documents his objection.

Kennedy proposes human-controlled shutdown mechanisms for AI systems. His bill, S. 5417, was referred to the Commerce Committee. Kennedy's own explanation places operation of the shutdown mechanism with the companies.

Paul told the Senate that humans must remain in control, but sought a study by three Republicans and three Democrats followed by committee consideration. Kennedy rejected that substitute. Paul then objected to the original request.

This blocked the immediate passage procedure, rather than recording a vote rejecting the bill itself. The disagreement concerns how AI oversight should work. Political statements do not demonstrate that any particular shutdown mechanism would be effective.
