Stop Rogue AI Act proposes standards for AI agent oversight

Josh Gottheimer and Mike Lawler have introduced H.R. 10362, a bill on AI-agent oversight. The official text gives September 14, 2026 as its introduction date. Later press announcements are not separate legislative initiatives.

The Stop Rogue AI Act would direct NIST, working with telecommunications agency NTIA, to develop standards for agent discovery and secure operation. These include verifiable identities, runtime oversight, revocable permissions and tamper-evident records.

The proposal links those standards to a later process for changing federal procurement rules. Its deadlines would depend on enactment and subsequent publication of the standards.

The evidence establishes the introduced version and committee referral, not an enacted law. The proposal also does not demonstrate that any particular technical safeguard works reliably in practice.
