Texas wants new OpenAI models withheld from users in the state until an outside safety review approves release. The request appears in the October 23 petition against OpenAI and Sam Altman.

The independent evaluator would need court approval. The attorney general’s office published the original; The Texas Tribune independently confirmed the Collin County lawsuit.

The petition also challenges systems that could disregard human instructions. This is the plaintiff’s position, not a newly established AI action.

A request is not a ruling: no corresponding court order is verified here. The filing does not prove the other allegations against OpenAI either.
