Who decides how much military AI may decide for itself? UNIDIR author Jan Hendrik Mannsperger calls for clearer manufacturer responsibility in a commentary published on October 22.

The article calls for explicit expectations for data, testing and documentation throughout a system’s lifecycle. Opaque logs could obstruct investigations. This does not replace states’ responsibilities.

UNIDIR and the UN human rights office OHCHR are already developing a voluntary industry framework. Its project page lists Microsoft, Hitachi America and the Japan Defense Technology Foundation as contributors, explicitly without implying endorsement or binding commitments.

The commentary is not an adopted rule or a new launch of the existing programme. No verified outcome of the announced October 23 discussion is established here.
