China introduced temporary registration for certain technology exports on October 16 while proposing new bans and restrictions. The commerce and science ministries say the draft covers 23 AI technologies, including models and agents.
The ministry’s accompanying explanation explicitly cites keeping AI under human control. It points to misuse and the spread of powerful cyber technologies.
The published annex includes agent technology for sensitive systems and capabilities involving planning, multi-agent cooperation and tool use. These are proposed control criteria, not evidence that a particular model meets them.
Consultation runs until November 15. Final bans remain proposed, separately from the interim registration requirement. AI technologies already public through open source or scientific publication are intended to be excluded.
