Chris Murphy wants government approval for AI models before their broad release. In an October 24 NBC interview, the Democratic US senator calls for a licensing system covering models and products, especially in sensitive sectors.

Murphy links the proposal to his concern that more capable models could escape human control. Companies cannot solve the problem alone while under pressure to develop quickly, he argues. That is his political assessment, not a new technical investigation.

He does not call for an unconditional data-center moratorium. A credible federal regulatory framework would probably make one unnecessary, Murphy says. Where such rules are absent, he sees a construction pause as a blunt option against feared job losses.

Murphy separately discusses the AI-agent liability proposal he had already announced with Josh Hawley. He says established case law has not yet clarified liability. The interview establishes neither the licensing proposal nor the older bill as newly enacted law.
